US H-1B: cap-subject employers enter a lottery weighted by wage level — Level I gets 1 entry, Level IV gets 4 (DHS projected selection odds ≈15% at Level I to ≈61% at Level IV). Universities and non-profit research employers are cap-exempt. The $100,000 fee for new petitions from abroad is currently blocked by a court order (appeal pending).

About the role
About the Team
At OpenAI, we are dedicated to building safe artificial general intelligence (AGI) to benefit all of humanity. Our mission attracts the world’s top talent across research, engineering, product, policy, and operations. OpenAI’s Recruiting Operations (RecOps) team provides the systems, workflows, and data foundation that power hiring at OpenAI. Within RecOps, the Systems & Enablement function owns the recruiting technology ecosystem—ensuring our ATS, offer workflows, and connected tools are reliable, well-governed, and user-centric.
About the Role
We are seeking a Systems & Enablement Lead, Recruiting Operations to lead improvements across recruiting processes, systems, and enablement. You’ll identify recurring friction, define the underlying problem, and carry solutions from an initial test through implementation, adoption, and a repeatable operating process.
You’ll partner with Recruiting leaders, People Systems, and hiring teams to translate hiring priorities into scalable processes and programs. You’ll align stakeholders on the most consequential problems, establish shared operating standards, and lead changes that improve recruiting effectiveness. Success means measurable improvements, sustained adoption, and clear ownership that enables teams to operate independently and adapt as hiring needs evolve.
In this role, you will:
- Lead projects from discovery through adoption, managing scope, milestones, dependencies, and risks.
- Owning enablement for operational workflow changes, including documentation, training, office hours, and change communication.
- Supporting offer approval and other sensitive recruiting workflows through clear coordination, followthrough, and exception handling.
- Identifying recurring support themes and driving fixes through process changes, documentation improvements, automation, or handoff to People Systems.
- Partnering closely with recruiters, coordinators, People Systems, and cross functional stakeholders to improve workflow usability and reliability.
- Using data and operational signals to monitor service health, prioritize improvements, and reduce repeat work.
- Evaluating practical AI and automation opportunities that improve support quality, speed, and consistency without weakening controls.
You might thrive in this role if you have:
5+ years of experience in recruiting operations, HR systems, people technology, or related roles. Hands-on experience administering an ATS (Ashby strongly preferred). Strong understanding of recruiting workflows, offers, and hiring data. Ability to balance detailed systems work with user support and enablement. Strong communication and stakeholder partnership skills. Comfort working in fast-moving, evolving environments. Highly detail-oriented, with strong operational discipline and a commitment to accuracy and consistency.
Nice to Have:
Experience supporting global or multi-entity hiring. Familiarity with compliance-sensitive or highly regulated workflows. Experience creating training and documentation for operational teams. Experience working with analytics or downstream HR systems.
Workplace & Location
This role is based in our San Francisco office and we aren’t considering remote applications at this time. We offer relocation support to new employees, and we use a hybrid work model: three days in the office per week with optional work from home on Thursdays and Fridays.
Our open-plan offices have height-adjustable desks, conference rooms, phone booths, well-stocked kitchens full of snacks and drinks, three in-house prepared meals daily, a private outdoor space for working in the sun or socializing, nap rooms, private bike storage, and more.
