US H-1B: cap-subject employers enter a lottery weighted by wage level — Level I gets 1 entry, Level IV gets 4 (DHS projected selection odds ≈15% at Level I to ≈61% at Level IV). Universities and non-profit research employers are cap-exempt. The $100,000 fee for new petitions from abroad is currently blocked by a court order (appeal pending).

About the role
About the team The OpenAI for Government team is a dynamic, mission-driven group leveraging frontier AI to transform how governments achieve their missions. Our team works to empower public servants with secure, compliant AI tools (e.g., ChatGPT Enterprise, ChatGPT Gov) and mission-aligned deployments that meet government technical requirements with strong reliability and safety. As part of the OpenAI for Government team you will work across the U.S. national security and cyber ecosystem, helping to accelerate adoption through hands-on support, tailored training, and early insights—so civil servants can spend less time on red tape and more on meaningful work. You will partner with government organizations to identify high-impact opportunities, translate complex cyber mission challenges into AI-enabled solutions, and drive secure deployments that help cyber professionals move faster and operate more effectively. If you're passionate about responsibly deploying frontier AI to uplift public institutions, strengthen cyber resilience, and transform how the government serves the American people, we want you on our team. About the Role The Strategic Delivery Lead (Cyber) will identify and deliver on some of OpenAI’s most complex and high-impact deployments for the U.S. national security and cyber enterprise. In this role, you will work closely with our national security partners and cyber mission owners to make their hardest problems solvable on the OpenAI Platform API and ChatGPT Enterprise. The role is highly cross-functional and customer-facing: You’ll partner with Research, Engineering, Go-to-Market, Forward Deployed Engineers, Solutions Architects, security teams, and external stakeholders to align on scope, unblock delivery, and communicate progress at every level, from technical teams to C-suite. You will own and drive execution of technical delivery workstreams led by internal teams (Forward Deployed Engineers, Researchers, Solutions Architects), ensuring clear problem-framing, crisp milestone definitions, proactive risk identification, rapid issue resolution, and effective translation between business objectives and cyber mission requirements and technical solutions, while consistently communicating clear progress and demonstrating tangible value to national security customers. Accountability for contractual milestones and acceptance criteria sits with you. This is a high-trust, high-autonomy role. Success requires deep program management expertise, executive presence, experience operating in cyber or national security environments, and a passion for making novel technology deliver real-world value. In this role, you will: - Forge and manage strategic partnerships with key national security and cyber mission users to identify and deliver on the most impactful AI and AGI use cases. - Serve as the accountable lead for delivering high-impact national security and cyber-focused engagements tied to defined contractual milestones. - Act as a key translator between technical teams and business stakeholders, clearly articulating technical progress, risks, requirements, and dependencies in language accessible to both senior executives and technical practitioners. - Work with government, defense, industry partners, and academia to identify key concepts for national security AI use including cyber defense, threat intelligence, security operations, incident response, and vulnerability management workflows and then translate them into actionable delivery plans that align technical feasibility with national security impact. - Partner deeply with technical teams (FDEs, SAs, Research) to frame complex business and technical problems into actionable, scoped projects, serving as a strategic sounding board and thought leade
