As a Proposal Analyst – Level 3 located in Redondo Beach, CA, you’ll be a linchpin in missions of paramount importance, defining the art of the possible from day one. This position is 100% onsite and cannot accommodate telecommute work. The Northrop Grumman Space Sector’s Pricing & Estimating Organization has an exciting opportunity to join our fast-paced, dynamic, diverse, and accomplished team. This position will work a 9/80 schedule, with every other Friday off. In this job, you will: • Lead and develop small to large Engineering Change Proposals (ECPs) and new Business/Captures cost/price volumes, including coordination, collection and analysis of cost, Basis of Estimates, schedule, and technical elements from multi-functional departments • Generate cost proposals in accordance with request for proposal (RFP) specifications and other pricing/cost requirements, including Company and Department policies and the Federal Acquisition Regulations (FAR) • Create and present cost reviews, BOE reviews, and advise issues and risks to senior and executive leadership • Ensure compliance to company policies and procedures, including Estimating System and disclosed practices • Participate in or lead customer fact-finding meetings. • Develop recommendations for ROMS, BPEs, and should-cost and pricing reviews with management and customer representatives • Lead and support DCAA audit reviews for proposals • Promote affordability and quality initiatives • Represent the pricing organization in contract negotiations, drive improvements to the negotiation process, and advise leadership on our cost and risk position • Other duties as assigned If this job description reads like it was written specifically for you, consider joining our team! Basic Qualifications: • Bachelor’s degree with 5 years of experience in Pricing & Estimating, Proposals or Business Management – OR – Master’s degree with 3 years of experience in Pricing & Estimating, Proposals or Business Management – OR – PhD with 1 year of experience in Pricing & Estimating, Proposals or Business Management . Will consider an additional 4+ years of experience in lieu of degree. • Must have the ability to obtain and maintain a U.S. Government Top-Secret security clearance • Strategic focus oriented, including ability to evaluate, integrate, and communicate cost issues and risks to senior and executive management • Must have persistence and tenacity to meet deadlines in a challenging, multi-tasking environment • Excellent communications skills and leadership competencies • Proficiency with MS Office Suite, specifically Excel, PP and Word P
