US H-1B: cap-subject employers enter a lottery weighted by wage level — Level I gets 1 entry, Level IV gets 4 (DHS projected selection odds ≈15% at Level I to ≈61% at Level IV). Universities and non-profit research employers are cap-exempt. The $100,000 fee for new petitions from abroad is currently blocked by a court order (appeal pending).

About the role
About the Team Business Marketing helps organizations understand and put OpenAI’s products to work. Our creative team brings that story to life across campaigns, launches, and everyday marketing experiences. We work closely with marketing partners to make ambitious, thoughtful creative work that connects with business audiences. About the Role We’re looking for a Creative Resource Lead to ensure our most important creative work has the right talent, skills, and capacity behind it. Working directly with the Head of Creative, Business, you will lead resource planning and allocation across our internal creative team, contractors, and agency partners—balancing ongoing campaigns with rapidly emerging launches and requests. You’ll develop a deep understanding of our creative talent and capabilities, translate business priorities into thoughtful staffing plans, and help teams navigate competing demands without sacrificing craft or quality. This requires both strong judgment and resourcefulness: knowing when to shift capacity, bring in specialist expertise, adjust scope, sequence work differently, or recommend a different delivery model. AI will be an important part of how you work. You’ll partner with creatives, producers, and Strategy & Operations to build better visibility into demand and capacity, improve resource planning, and reduce repetitive coordination. Your success will show up in how effectively talent is deployed, how clearly staffing decisions are made, and whether the team can deliver excellent work at a sustainable pace. This role is based in San Francisco. We use a hybrid work model of three days in the office per week and offer relocation assistance to new employees. You’ll be responsible for: - Own creative resource planning and allocation across internal teams, contractors, and agencies, matching each project with the appropriate skills, experience, and capacity. - Maintain a clear, current view of team availability, capabilities, assignments, and upcoming demand across design, copy, motion, video, and web. - Build capacity forecasts and staffing scenarios that help creative leadership anticipate gaps, make informed tradeoffs, and plan for both sustained programs and fast-moving launches. - Partner with Strategy & Operations, creative leads, and producers to assess incoming work, understand its resource needs, and develop clear staffing recommendations. - Develop a deep understanding of each team member’s strengths, development goals, and workload, using that context to make thoughtful assignments and identify opportunities for growth. - Recommend the right resource model for each need—internal talent, contractors, agencies, specialists, or self-service—based on priorities, complexity, timing, cost, and creative ambition. - Build and maintain a strong network of contractors, freelancers, and agency partners so the team can quickly access specialized skills or additional capacity. - Manage contractor and agency assignments in partnership with creative leadership and producers, ensuring clarity on scope, timing, cost, and expected outcomes. - Manage the creative resourcing budget within agreed funding, forecasting commitments, surfacing risks, and recommending adjustments to the talent mix in partnership with Business Operations. - Identify and resolve resource conflicts, workload imbalances, and capability gaps before they put team sustainability, quality, or timelines at risk. - Create clear reporting and decision-making rhythms around demand, capacity, utilization, and resource needs. - Build and improve AI-enabled tools and workflows that make forecasting, talent matching, allocation, and resource coordination faster and more effective. - Use staffing data and team feedback to improv
